The Dutch embassy in Portugal has commissioned the consulting firm AGRO.GES to carry out an independent study on the agricultural sector in Portugal, aimed at Dutch companies that want to invest in this sector , and whose objective is to offer a general overview, its current situation and its expected evolution.

The report has specific chapters for the flower and ornamental plant sector , which highlights that in the last decade there has been a positive evolution in both area and production, although growth has been slow. Among the main challenges of the sector is the high dependence on labor and a shortage of this means of production, which is expected to worsen in the coming years. It is also highlighted that there are few new companies entering the market, so the observed growth comes mainly from the expansion of pre-existing businesses.

Regarding greenhouse crops , greater use is observed in coastal areas, especially around Porto, Lisbon, southern Évora and the Algarve.

Regarding the producing nurseries, the report highlights the presence of a small number of large specialized producers, and a large number of small and medium-sized companies. Among the main flower and ornamental plant producing firms in Portugal are: BUIJNINK INTERNACIONAL (Alentejo), UNIKONSTRÓI (Lisbon Metropolitan Area), JACOBUS VAN SCHIE (Setubal Peninsula), SALM PORTUGAL (Ribatejo e Oeste), VIPLANT (Area Metropolitan Area of Lisbon), PLANTA LIVRE (Lisbon Metropolitan Area), FLORES PENDULARES (Ribatejo e Oeste), VIVEIROS MONTEROSA (Setúbal Peninsula), FLORINEVE (Setúbal Peninsula) and VIVEIROS VITOR LOURENÇO (Lisbon Metropolitan Area).

Regarding the most significant barriers to entry into the market , the AGRO.GES report mentions capital needs, the difficulty of accessing the market, the lack of labor, the lack of technical knowledge and the volatility of the price of market, since according to the authors it is "very influenced by the climate in the main export markets, since consumers only demand garden plants in the northern European markets, when the colder weather disappears, in spring."
